Spotted on campus of Gallaudet University. Was unable to catch him today. Will try tomorrow. Wings seem to be clipped but I am not a bird person so not sure. (My mom is, her description of a clipped flyer sounds like this guy.) Feel free to contact, I will do what I can to help.
