Found a light blue and white budgie (parakeet) outside Waterside Plaza in Kips Bay. The bird was struggling in high winds and hitting a window. He has distinct dark blue spots on his cheeks and black markings on his wings. He is currently safe, eating seeds, and resting in a crate. Please contact to identify and claim.
