Recreated my original post due to the typo of my newly created email for this site. Found at the Chicago Yacht Club and Urban Kayak by E Monroe street. I was told the bird has been in the area for several days and has been posted to a Facebook group looking for its owner by the Urban Kayak team.
The budgie is 3 or months older (has a white circle around its iris) and has a white head with light grey stripes that begin by its eye. The has a light blue neck, white stomach, then repeating blue and white the further down its abdomen. They also have light grey patches on white wings with a touch of blue at the neck and back before wing. The budgie has a darker blue black and all white tail feathers. I want to reassure whomever this bird belongs to that I have owned budgies and cockatiels for over 15 years and have a lot of experience caring for them.
